When to reach for it
Use it when a runnable implementation needs to be checked against human-approved acceptance criteria. There is a separate action for drafting candidate criteria.
How it works
The authoring workflow prepares the task, captures behavior, judges evidence, and builds a report. Deterministic runtime commands validate and render the artifacts; the agent and human handle judgment and review.

A saved report is still a draft requiring review. The stored-packet runner and the interactive skills have different entry points; do not assume every interactive run can be saved into a packet. Jira publication requires a separate publisher adapter.
